Professional Environmental Engineers, Inc. (PE) successfully completed two Environmental Baseline Surveys (EBSs) of two tracts of land located near the vicinity of the Wright-Patterson Air Force Base (WPAFB) on behalf of the United States Army Corps of Engineers (USACE) Louisville District and the United States Air Force (USAF). An EBS documents the nature, magnitude, and extent of any environmental contamination of property or interests in real property considered for out-grant, acquisition, or disposal. The document also identifies potential environmental contamination liabilities associated with a given transaction and provides enough information to assess health and safety risks.
WPAFB is located east of Dayton in Montgomery and Greene counties, Ohio. WPAFB covers 8,145 acres of diverse natural, suburban, and urban habitats. The base is partitioned into areas A and B. Area A primarily houses administrative offices and contains the active airfield. The airfield is located upstream of Huffman Dam, a flood control dam for the city of Dayton. Area B houses the research and development mission as well as educational functions.
WPAFB planned to execute Enhanced Use Leases (EULs) for two locations, one on-post at the Hilltop Campus and one off-post at Gerlaugh Farm. Each location is approximately 23 acres. The Hilltop Campus is considered unutilized non-excess property and includes an earth fill disposal zone that is managed by the Installation Restoration Program (IRP). Both leases would be for commercial use (nonindustrial), assumed to include administration or mixed-use buildings.
Completing the tasks of the Task Order (TO) also included the development of a Project Management Plan (PMP), a written Site Safety and Health Plan (SSHP), which included an Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA). Tasks associated with the EBSs included Records Search and Review, On-Site Inspoection, Interviews, and the preparation of individual EBS reports. Submittals of the reports included a Draft, Draft Final, and Final version.
During the course of the TO, PE completed montly progress reports, prepared a detailed project schedule, generated meeting minutes during a pre-scoping teleconference and any subsequent progress meetings. PE also prepared, compiled, and maintained an administrative record of pertinent documents and other information related to the activities associated with the TO.
